Chip Clements, P.E.

Chip has over 40 years of experience in the environmental field and has managed more than 200 projects in his career.  As the founder of Clements Environmental Corporation, he is responsible for overseeing all aspects of business development, project performance, client liaison, and administration.  He is expert in the development of solid waste transfer stations and Material Recovery Facilities (MRFs), having consulted on over 60 such projects.  In addition, he has extensive experience in solid waste management, zero waste planning, innovative/alternative technologies, recycling, and composting.

Larry Miner, AICP CEP
Project Manager

Larry has over 20 years of professional land use and environmental planning experience in both the public and private sectors.  As a professional planner, Larry brings an in-depth knowledge of land use planning and environmental regulations, as well as the ability to direct an interdisciplinary team of professionals, to each project he undertakes.  From initial site design to zoning code compliance and environmental review, Mr. Miner has the experience and knowledge to ensure that a project can and will be entitled.

Shelley Billik
Project Manager

Shelley has more than 25 years of experience in the sustainability field. Before joining Clements, she was Vice President of Environmental Initiatives at Warner Bros. Studios where she launched programs for waste prevention, reuse and recycling, supply chain, energy efficiency, water conservation, green building, solar energy, and alternative fuels. She has extensive experience in policy making, stakeholder engagement, and communications. She has a Recycling and Solid Waste Management Certificate from UCLA, is a fellow at the Aspen Institute, and is a LEED Accredited Professional.

At Clements, Shelley is spearheading the company’s new division of 20 employees that is performing the outreach and education component of the City of Los Angeles Collection Franchise for the NE Zone of the City that has over 6,000 accounts.

Cindy Liles, QISP
Environmental Specialist

Cindy began working in the environmental field six years ago gaining experience in watershed restoration, renewable energy research, regulatory analysis, and community education. For Clements Environmental, she specializes in solid waste and recycling facility permitting and development, and surface and groundwater management permits and programs. Cindy has developed and implemented SWPPPS for over 40 industrial sites for the new California Industrial General Permit, and is a licensed Qualified Industrial Storm Water Practitioner (QISP).

Wayne Tran, E.I.T.
Staff Engineer

Wayne is a registered Engineer-in-Training with a Master’s Degree in Civil Engineering from UCLA specializing in Environmental and Water Resources Engineering. Prior to joining Clements, he gained experience conducting Phase 1 and Phase 2 Environmental Site Assessments on wetlands and measuring water quality on recreational beaches. As the newest member to the team, Wayne performs hydrologic studies and modeling, assists in facility evaluations and monitoring, and analyzes potential pollutant sources and treatment. He also assists on Civil Engineering design aspects of our client’s Site Plans, and Grading and Drainage Plans.

Bernice de Mauregne
Senior Administrator / Office Manager

Ms. de Mauregne has over 16 years of experience has an Office Manager handling all aspects of administrative duties, accounting functions, and employee contracts. For the past ten years, she has been the head of several Human Resources Departments and in charge of conducting new hire orientations, administering employee benefits, enforcing company polices, and managing office supplies and vendors. For Clements, Bernice manages the office and supports Human Resources, invoicing, and contract administration.
